事故處理搶修人員責(zé)任規(guī)范-中英對照

負(fù)責(zé)事故處理后搶修人員和有可能受到輻射的其他人員的醫(yī)學(xué)檢查。

根據(jù)測量數(shù)據(jù)的統(tǒng)計(jì)、分析和收集現(xiàn)場有關(guān)物品和樣本，初步判定有否放射性污染、程度、事故等級(jí)。

專業(yè)搶修組

負(fù)責(zé)準(zhǔn)備必要的輻射防護(hù)設(shè)備、器材、物資。

負(fù)責(zé)調(diào)集外協(xié)隊(duì)伍和人員。

負(fù)責(zé)利用專用儀器，對事故的嚴(yán)重程度、性質(zhì)及放射源的位置進(jìn)行判定，并提供檢測記錄。

負(fù)責(zé)提出處理方案，確定處理程序。

根據(jù)放射源的種類、強(qiáng)度，確定個(gè)人允許作業(yè)時(shí)間（參照附表1-1，1-2）。

負(fù)責(zé)押運(yùn)放射源到源庫儲(chǔ)入庫、保管。

負(fù)責(zé)組織事后的現(xiàn)場清理（包括對污染物、被污染土層等），并恢復(fù)正常。

交通運(yùn)輸組

由運(yùn)輸部、設(shè)備部組成。

運(yùn)輸部負(fù)責(zé)應(yīng)急處理設(shè)備、物資的運(yùn)送。

運(yùn)輸部負(fù)責(zé)涉源物質(zhì)的運(yùn)輸。

設(shè)備部負(fù)責(zé)接應(yīng)點(diǎn)和應(yīng)急救援人員的接應(yīng)。

1.現(xiàn)場保衛(wèi)組

1.5.1 負(fù)責(zé)事故發(fā)生地路口的封鎖、保衛(wèi)，并負(fù)責(zé)第二道控制警戒線的警戒。

1.5.2負(fù)責(zé)第二道控制警戒線范圍內(nèi)的生產(chǎn)人員和其他人員疏散。

1.5.3負(fù)責(zé)對事故原因取證，調(diào)查，初步判定事故性質(zhì)，必要時(shí)立案偵破。

5設(shè)備、物資、防護(hù)器材的準(zhǔn)備

5.1 射線劑量儀器。

5.2 涉源容器（空源罐、放射性物質(zhì)運(yùn)輸專用箱、放射性污染物存放桶等）。

5.3 鉛防護(hù)背心、鉛玻璃眼鏡等。

5.4 鉛板（錠）屏蔽物。

5.5 警示標(biāo)志、安全圍欄等。

5.6 專用和常用工器具與資材（酒精、棉花、塑料袋、塑料布、手電筒、應(yīng)急燈等）。

 Shall be responsible for medical inspection of repairing personnel and other stuff may suffer the radiation after accident handling.

 According to statistics, analysis and the relevant articles and samples collected from the field, judge tentatively whether there are radioactive pollution, degree, and grade of accident.

The specialized recovery team

Shall be responsible for preparing essential radiation safeguard device, apparatus and materials.

 Shall be responsible for assembling other association team and personnel.

 Shall be responsible for applying the special-purpose instrument, judge the severity, nature and radiating the position of the source of the accident, and offer the record of measuring.

Shall be responsible for proposing the processing scheme, and defining the processing procedure.

Define the activity duration of individual according to the category and intensity of radiating source (see attached list 1-1, 1-2).

Shall be responsible for escorting the radiating source to storage for storing and safekeeping.

Shall be responsible for organizing the field cleaning after accident (including pollutant, polluted soil layer, etc.), and return to normal.

Transportation team

Comprised by transportation department and equipment department.

Transportation department is responsible for transporting of emergency processing equipment, goods and materials.

Transportation department is responsible for the transportation of the source material.

1.4.3 Equipment departments are responsible for contacting spot and contacting of emergency rescue personnel.

1.5. Field protection team

1.5.1 Responsible for the blockade of the crossing of the accident spot, protecting, and in charge of warning of the second fence line.

1.5.2 l Responsible for the evacuation of working stuff and the other personnel in the second warning fence line.

1.5.3 Responsible for collecting evidence and investigate to the cause of accident, judge the nature of accident tentatively, place the case on file in case of necessity.

5 Preparation of equipment, materials , and protecting device

5.1 Ray dosage instrument.

 Radiation source container (special-purpose case of empty source pot and radioactive material for transportation, radioactive pollutant storage barrel, etc.).

Lead protecting vest, lead glass glasses, etc.

 Lead plate (spindle) shielding.

 Warning mark, security fence, etc.

 Special-purpose and general-purpose device and materials, (alcohol, cotton, plastic bag, plastic cloth, flashlight, emergency light, etc.).
