安全預(yù)防措施細(xì)則-中英版
a)安全計劃和實施

在14(14)公歷日內(nèi)，在收到通知之后，承包商必須提交所有施工綜合安全書面建議。

這個安全計劃要求詳細(xì)描述承包商提供給雇員安全和健康投保政策、程序和計劃。承包商必須特別注意沉重材料處理有關(guān)的危險，挖掘，管溝和支撐物倒塌的危險，與施工有關(guān)和潮濕的地區(qū)施工的危險，與施工有關(guān)和水下施工的危險。承包商必須，至少，遵循以下列舉說明。

承包商必須指定一位經(jīng)過訓(xùn)練并且具有一定經(jīng)歷有能力的工程師，擔(dān)任安全專員，負(fù)責(zé)管理和安全計劃的實施。他可以頻繁和有規(guī)律對工作區(qū)的安全，材料和設(shè)備進行的檢查。安全專員的名字和資格在預(yù)約之前必須經(jīng)過工程師的同意。

b)安全標(biāo)準(zhǔn)

c)個人安全設(shè)備

d)電源和照明

總則: 全部戶外, 中間集結(jié)區(qū)和挖掘現(xiàn)場的施工在夜晚必須提供足夠的照明，按照上述規(guī)定執(zhí)行。

安全方面：電氣電纜必須絕緣，采用足夠的絕緣子保護牢固。保護燈具防止損壞。在潮濕的地區(qū)不允許使用電力動力設(shè)備。在潮濕的條件里的施工工具采用氣動驅(qū)動。

接地：暴露于閃電條件下的全部設(shè)備和器具必須接地，承包商安排專業(yè)人員定期檢查接地效力。

e) 防火

承包商要求組織在任何可能發(fā)生火災(zāi)的建筑工地上裝備消防隊,包括臨時結(jié)構(gòu),商店,住宅區(qū),等地區(qū)。每個建筑工地或者陣營是可提供足夠數(shù)量的滅火器，并且要求保持正常使用狀態(tài)。防火設(shè)施包括氣體，干燥粉或者其他合適化學(xué)制品或者抽水類型。防火設(shè)施的數(shù)量，類型和位置必須經(jīng)過工程師同意。

f)除塵

在施工作業(yè)和任何附屬行動的執(zhí)行期間，承包商要求進行適當(dāng)和有效的措施，例如撒水或者以其它方法，采用必要措施降低灰塵，并且防止灰塵損壞莊稼，耕地和住處，或者對人員造成不便。承包商對施工引起的灰塵造成的任何損害負(fù)責(zé)。

2.11設(shè)備安裝
承包商對施工的安裝完全負(fù)責(zé)，并且負(fù)責(zé)提供全部熟練勞動，工具，舉升裝置和其它設(shè)備要求的處理和從存儲區(qū)到現(xiàn)場設(shè)備的運輸。

承包商必須提供足夠數(shù)量的熟練安裝工，能夠按照指定要求安裝設(shè)備，并且支付熟練的安裝工費用，包括全部運輸費用，全部開支和生活費用。

在土建工程或者大樓施工基本完成后，設(shè)備的安裝施工盡可能按照時間情況進行，以便將損害減到最小。在施工土木工程同時進行或者大樓施工臨近地方,承包商要求保護設(shè)備防止水,瓦礫,灰塵,油漆,等對設(shè)備造成損壞，保護措施工程師要求達(dá)到滿意的效果。

Safety Precautions Details

A) Safety Plan and Implementation

Within fourteen (14) calendar days after receipt of the notice, contractor must submit all construction comprehensive security advice in written.

This security plan calls for detailed description from contractor for employee safety and health insurance policies, procedures and plans. Contractor all pay special attention to heavy material for handling relevant risk, mining, pipeline and supports in danger of collapsing, which related to the construction and the construction of the wet areas of risk, and the risk of construction related and underwater construction. Contractor must, at least, follow these following instructions.

Contractor shall specify a trained and have the ability to have certain experience engineers, as a safety specialist, it shall be responsible for the implementation of the management and security plans. He can be a regular and frequent code, materials and equipment for examination for the safety of work area. The name and qualification of safety commissioner shall be the appointment with the approval of the engineer.

Health and safety of contractor to the subcontractor is responsible for the implementation, if feasible, require implementation at the scene.

B) Safety standards

In the specified requirements, contractor required to follow the following units and/or file security requirements:

I) Cambodia safety organization

Ii) Cambodia mining bureau,

Iii) Labor bureau in Cambodia,

Iv) USBR construction safety standards.

C) Personal safety equipment

Contractor requirements for its employees and visitors shall provide appropriate safety equipment, such as a helmet, safety shoes, gloves, waterproof clothing, welding work clothes, welding masks and glasses, dust mask, carpentry work with glasses and seat belts, including mandatory use of this safety equipment.

Emergency equipment (such as explosion-proof lamp, gas masks, signal equipment, flash, etc.) requires is stored in the contractor's office.

D) Power supply and lighting

General rules: all outdoors, intermediate staging area and dig site construction must provide sufficient lighting at night, according to the above provisions.

Security: electrical cable must be insulated, adopt protection strong enough insulator. Lamps and lanterns of protection shall be well stored and keep away from damage. In the humid areas are not allowed to use electric power equipment. In humid conditions of construction tool adopts pneumatic drive.

Grounding: exposed to lightning under the condition of all equipment and utensils must be grounded and the contractor to arrange professional personnel regularly checks grounding effect.

E) Fire

Contractors shall demand in the construction site of any possible fire equipment, including temporary structure, shops, residential, and other regions. Each construction site or camp is to provide a sufficient number of fire extinguishers, and required to maintain the normal service condition. Fire protection facilities are including gas, dry powder or other appropriate chemical or flush type. The number of fire prevention facilities, type and location must agree by engineers.

F) Dust

In construction work and any subsidiary during execution of action, the contractor requires proper and effective measures, such as water or in other ways, adopt necessary measures to reduce dust, dust and prevent damage to the crops, farmland and residence, or cause inconvenience to people. The contractors caused by construction dust are not responsible for any damage caused.

2.11 Installation of equipment

Contractor is responsible for the construction of installation completely, and aslo responsible for providing all skilled labor, tools, lifting equipment and other equipment required processing and transport from storage area to the field device.

The contractor must provide a sufficient number of skilled installation work, to be able to install the equipment in accordance with requirements specified, and pay the cost of the installation of skilled workers, including all transportation cost, all the costs and the cost of living.

In civil engineering or building construction, after the completion of the basic installation construction carried out in accordance with the time situation as far as possible, so that to reduce the damage to a minimum.
