板坯庫管理程序

目的和適用范圍

為了規(guī)范厚板廠板坯庫的管理，保證信息和實物的一致，及時解決生產過程中的物流信息問題，特制定本程序。

本管理程序適用于所有板坯庫的信息與物流的操作與管理工作。

管理職責和內容

板加區(qū)域當班班長負責本班的板坯收料情況的跟蹤與匯總，1CS操作人員每班交班前與連鑄進行對帳，核對前一天的收坯情況。庫管理人員負責發(fā)現(xiàn)問題及時核對，并通知管理作業(yè)長進行處理，確保帳物統(tǒng)一。

板加管理作業(yè)長負責收發(fā)存數據管理及實施本單元在制品庫實物清盤和庫存數據管理；根據盤庫計劃進行盤庫；配合分廠技術人員和財務、成本部門，每月1日下班前對原料庫收發(fā)存和在制品庫存的月報進行核對以及處理各種信息突發(fā)問題。

板加區(qū)域工程師負責解決操作人員的疑問，改進和完善板坯庫L3計算機管理系統(tǒng)，完善板坯庫管理制度。管理作業(yè)長負責協(xié)助制造部門、質量檢查部門等相關人員的對板坯庫內板坯尺寸和質量的每周例行檢查，及時協(xié)調與處理有異議的板坯。對突發(fā)的板坯質量事故，管理作業(yè)長應及時通知制造部門、質量檢查部門等相關人員到現(xiàn)場，對相應板坯進行特殊處理。管理作業(yè)長每月負責匯總板坯質量檢查報告。

板坯堆放管理

合格板坯以配山指標為鍵值，按邏輯庫區(qū)01-13（具體見板坯庫庫位圖）分類堆放。

不合格或可疑板坯的堆放遵從3.1原則，但必須將板坯狀態(tài)改為1（封鎖），并注明封鎖理由。

報廢板坯單獨堆放，先封鎖板坯信息，再將板坯狀態(tài)改為2（報廢），注明報廢理由，將板坯信息從垛位刪除。報廢板坯的實物具體處理遵循分廠管理文件AHA00403<<廢鋼管理規(guī)定>>。

 Slab Yard Management Procedure

1. Objective and scope of application

In order to standardize the management of the slab yard of heavy plate mill, guarantee the unanimity of information and real object, solve the logistics information problem in the production procedure in time, the following regulations are specially drawn up to deal with the problem in an appropriate way:

This management procedure is suitable for all information and operation management     with slab yard.

Management responsibilities and content

2.1 The plate processing area that the monitor on duty is responsible for this class and accepts the following and summarizing of slab material receiving, 1CS operator shall carry out continuously casting check up to the next shift for slab material receiving situation of last day. The administrative staff of the storehouse is responsible for dealing with the problems discovered and checking in time; inform the administration director for further procedure to ensure the integration of account and material.

The administration director of plate processing is responsible for receiving, dispatching and storing of management data and implementing physical inventory of production storehouse and management of inventory data of this unit; make an inventory of goods in a warehouse according to the inventory plan; cooperate with the technical, financial and cost department personnel of subsidiary factory, check up the receiving, dispatching and storing of raw material storage and monthly statement of production storehouse and all kinds of incident information before the shift ends of first day of each month.

The engineer of plate processing area is responsible for solving the problem of operator; improve and promote the computer management system of slab yard L3; promote the management system of slab yard. The administration director is responsible for assisting the related personnel of the manufacture department, quality control department to perform the routine check of every week for the size and quality of plate blank in the slab yard; coordinate and deal with the plate blank with objection in time. To the quality accident of plate blank quality, the administration director shall inform the relevant personnel of manufacture department and quality control department to the work site in time. The administration director is responsible for summarizing the plate blank quality examination report per month.

Plate blank stocking management

3.1 The key assignment of qualified plate blank is specified by allotment index. Classify and pile up the plate blank according to 01-13 logic reservoir area (sees slab yard layout chart).

3.2 The piling up of unqualified plate blank shall comply with 3.1 principle, but change plate blank state into 1 (blockade), and indicate the reason of blockading.

Piling up of rejected plate blank shall be located separately, blockade plate blank information first, and switch the plate blank state over to 2 (rejection), indicate the reason of rejection, delete plate blank information from the pile location. The concrete procedure of rejected plated blank shall follow the specification of document of subsidiary factory AHA00403 manage file “regulation of management of abolished steel”.
