The Design-Builder shall carry out the following minimum work elements and requirements;  
it may be appropriate for the Design-Builder to include work elements or procedures not listed here in order to provide the requested end product.

Conduct a reconnaissance site investigation, which includes examination of the overall site, existing streams and conditions.  
The investigator will be equipped with GPS unit, with the approximate accuracy of 3 to 5 meters to document the location of culverts and other drainage features as necessary.   
These locations will supplement the topographic mapping.

Identify potential floodplain encroachments and channel stability issues.

Develop and define criteria and computational methods to be used for the hydrologic and hydraulic analyses of ditches, culverts, and bridges, including appropriate design standards and flood frequency.   
If there are other hydraulic features, e.g. storm drains and curb/gutter, provide proposed design criteria for these features.   
Criteria and methods should be consistent with Drainage Design Manual identified in section 6.9.2 as well as pertinent site-specific considerations.   
Submit a summary of the design criteria and methods to be used to the Employer/the Engineer as part of the Draft Hydrology/Hydraulics Report for review and approval.   
Subsequent hydrologic and hydraulic analysis should be conducted based on the approved criteria and computational methods.

If needed to evaluate potential encroachments or to determine water surface elevations, perform a floodplain analysis of existing conditions using the 10-, 50-, and 100-yr events.   
Provide recommendations regarding whether or not the potential encroachments are likely to result in undesirable floodplain effects.

Prepare Reconnaissance and Preliminary Floodplain Analysis Report, including, the following as part of Hydrology/Hydraulics Report : 
a) Documentation of approved criteria and methods 
b) Documentation of data collection and site investigation 
c) Identification of floodplain encroachment and channel stability issues. 
d) Environmental support findings in the areas of water quality, wetlands, fish passage, and stream restoration, where applicable. 環(huán)境.

Drainage 
6.10.1 GENERAL 6.10.1 綜述
The Design-Builder shall provide a well-drained corridor and a safe environment for the individuals who use and maintain the road.  
The design and construction of all drainage structures and appurtenances shall adequately address functionality, durability, ease of maintenance, maintenance access, safety, aesthetic and protection against vandalism according to contract specifications and standards.  
In fulfilling the requirements for drainage, the Design-Builder shall abide by and fulfill the requirements related to drainage features while at the same time meeting requirements of other required design elements on the project. 
Drainage design should achieve the most effective and economical methods by which runoff water can be passed through and removed from the roadway.  
The primary objective should be: 
a) Maintain drainage pattern 
b) Provide culvert opening for natural drainage channels 
c) Prevent undue accumulation and retention of water upon and adjacent to the roadway 
d) Provide the roadway against storm and subsurface water damage 
e) Providing a safe driving surface for the traveling public 
f) The Design-Builder shall be responsible for the drainage system along the project.

Culvert Material 
Reinforced concrete or metal pipe shall be used for all culverts crossing the roadway centerline.

The design builder shall use Drainage Manual, the standard drawings and specification of the People¡¯s Republic of China, for the selection of pipe class. 
Pipe Bedding 
The design builder shall use the Drainage Manual, the standard drawings and specification of the People¡¯s Republic of China, for the selection of pipe bedding.
