1. 中巴光纜傳輸系統(tǒng)是中國(guó)與巴基斯坦兩國(guó)間的第一條直達(dá)光纜系統(tǒng)，隨著中巴兩國(guó)政府以及中國(guó)電信和SCO的共同努力，項(xiàng)目得到有效的進(jìn)展。隨著工作的推進(jìn)，中巴光纜的建設(shè)已經(jīng)成為可能。該項(xiàng)目的建設(shè)意義非常重大：
1. China-Pakistan optical Fiber cable transmission system is the first direct cable network between China and Pakistan, the project develops effectively with the joint efforts of governments as well as China telecom and SCO. Along with the project carrying forward, the construction of optical fiber cable between China and Pakistan becomes possible. The construction of this project is significant.
1. （1）促進(jìn)兩國(guó)人民友誼和經(jīng)貿(mào)往來(lái)長(zhǎng)久穩(wěn)定發(fā)展
1. 中巴兩國(guó)友誼的發(fā)展，使兩國(guó)人民在各個(gè)領(lǐng)域的交流與合作得到全面而深入的發(fā)展。隨著中巴公路的建設(shè)和中巴光纜項(xiàng)目的實(shí)施，將更加促進(jìn)兩國(guó)人民的友誼和經(jīng)貿(mào)活動(dòng)的更大發(fā)展，為繁榮兩國(guó)經(jīng)濟(jì)、文化發(fā)揮重要的基礎(chǔ)作用，為古老的絲綢之路賦予了新的現(xiàn)代意義——信息“絲綢之路”。
1. (1) Promote people's friendship of two countries and stable development of trade for a long time
1. The development of China-Pakistan friendship enables people from the two countries to deeply exchange and cooperate in different fields. With implementation of Sino-Pakistan highway and China-Pakistan optical fiber cable projects, the friendship and trade activities between the two countries will be further developed, playing an important role in boosting the economy and culture and endowing the ancient silk road with a modern sense—the “silk road" of information.

1. Because of its special geographical position, it has become an important channel for China to connect Pakistan and the countries of central Asia. China-Pakistan optical fiber cable can provide a more direct communication way between China and Pakistan as well as the Middle East and Africa, which will be possible for China and Pakistan to access the communication network of the Middle East and Africa.

1. 該項(xiàng)目的實(shí)施，在國(guó)際海底光纖電纜(SEA-ME-WE-3/4）和亞歐光纜（TAE）之間建立有效的保護(hù)。在TAE發(fā)生故障時(shí)，就可以通過(guò)該中巴光纜完成國(guó)際通信連接。由此可以增強(qiáng)人類抵抗自然破壞的能力和增強(qiáng)國(guó)際通信安全保障能力。
1. (3) Provide new security solutions for international circuits
1. The project implementation establishes an effective protection between the international submarine optical fiber cable (SEA - ME - WE - 3/4) and Asia-Europe optical fiber cable (TAE).
1. When TAE fails to work, it is available to complete the international connection via China-Pakistan optical fiber cable. Thus, the abilities for human to resist natural damages and the capabilities of guarantying international communication are enhanced.

4）能夠促進(jìn)中巴兩國(guó)在電信領(lǐng)域的深入合作

 在中國(guó)與巴基斯坦之間建設(shè)直達(dá)光纜，需要兩國(guó)電信技術(shù)人員在電信基礎(chǔ)設(shè)施建設(shè)、改善通信環(huán)境、提高通信能力等方面進(jìn)行共同合作，在現(xiàn)代數(shù)字通信、DWDM通信技術(shù)、光纖光纜的工程建設(shè)、運(yùn)營(yíng)維護(hù)等方面進(jìn)行深入的探討，為開(kāi)放和轉(zhuǎn)接本地的和國(guó)際的電信業(yè)務(wù)進(jìn)行深度研究。因而促進(jìn)兩國(guó)在電信領(lǐng)域的科研發(fā)展和技術(shù)進(jìn)步提供良好的機(jī)會(huì)。

(4) Be able to promote further cooperation in telecommunication between China and Pakistan

The construction of direct optical fiber cable between China and Pakistan requires technical personnel of two countries to cooperate in constructing infrastructure of telecommunication, improving communication environment, improving communication ability, etc., to deeply discuss on the modern digital communication, DWDM technology, optical fiber cable engineering construction, operation and maintenance and to further research the opening and connecting the local and international telecommunication business. Therefore, it provides a good opportunity for both countries to promote their scientific research development and technical progress in telecommunications field.

（5）滿足不斷增長(zhǎng)的通信業(yè)務(wù)需求

目前，中巴邊界的紅其拉甫口岸已成為兩國(guó)最大的邊貿(mào)口岸，兩國(guó)間的通信業(yè)務(wù)量也在迅速增長(zhǎng)。隨著業(yè)務(wù)量的不斷增長(zhǎng)，需要更大容量和國(guó)家先進(jìn)的電信設(shè)施來(lái)滿足要求。人們可以通過(guò)現(xiàn)代通信網(wǎng)，在遠(yuǎn)程醫(yī)療、遠(yuǎn)程教育、電子商務(wù)、電子政務(wù)等方面享受到高速快捷的電信服務(wù) 

(5) Meet demands of increasing communications business

At present, the Khunjerab Pass at China-Pakistan boundary has become the largest trade port between the two countries, and the volume of communication business is in the rapid growth. With increasing volume of business, it needs high-capacity and advanced telecommunications facilities to meet the requirements. People can enjoy high-speed and quick telecommunication services through modern communication network on aspects of remote medical treatment, remote education, e-government, e-business and so on.

（6）為帶動(dòng)沿途地區(qū)開(kāi)發(fā)和發(fā)展提供機(jī)會(huì)

中巴光纜沿途經(jīng)過(guò)巴基斯坦北部地區(qū)，從紅其拉甫經(jīng)蘇斯特、吉爾吉特、曼塞赫拉至拉瓦爾品第。隨著中巴光纜項(xiàng)目的實(shí)施，不僅將給當(dāng)?shù)鼐用裉峁┚蜆I(yè)機(jī)會(huì)，而且為沿途城市和邊遠(yuǎn)地區(qū)的發(fā)展，促進(jìn)現(xiàn)代化建設(shè)，促進(jìn)礦產(chǎn)資源開(kāi)發(fā)、商貿(mào)發(fā)展、旅游事業(yè)、通信服務(wù)、工農(nóng)業(yè)發(fā)展。為國(guó)家?guī)��?lái)經(jīng)濟(jì)的增長(zhǎng)和發(fā)展，為沿途地區(qū)開(kāi)發(fā)和發(fā)展提供極大的機(jī)會(huì)。

(6) Provide opportunity to drive the regional exploitation and development along the way

China-Pakistan optical fiber cable goes through the northern Pakistan from Khunjerab to Rawalpindi, passing by Sost, Gilgit and Mansehra. With the implementation of China-Pakistan Cable Project, it will not only provide employment opportunities for local residents but also promote development of urban and remote areas along the way, construction of modernization, exploitation of mineral resources, business development, tourism, telecommunications service, as well as industrial and agricultural development. It brings great opportunities of economic growth and development for the country and development for the areas along the way.

This project is the infrastructure construction of telecommunications, the cable is installed underground along the road edges, the electronic equipment for communication are installed in the equipment room inside buildings, the impacts of the project on the society and environment are listed as below:
