VV公司十分重視自身運營過程中的節(jié)能減排工作,根據(jù)《聯(lián)合國氣候變化框架
公約》、《京都議定書》、《中華人民共和國節(jié)約能源法》及企業(yè) CSR 要求,將節(jié)約 能源、降低消耗、建立綠色園區(qū)作為企業(yè) CSR 管理的一項重要任務。
建VV和完善健全規(guī)范的節(jié)能管理制度,落實能源管理責任制度,在基礎設施 建設、物業(yè)管理、實驗室節(jié)約用電管理、生產(chǎn)耗能管理等多個方面全面開展節(jié)能減排
工作,建立和實行單位能耗和節(jié)能量雙指標,以節(jié)約資源和提高資源利用效率為核
心,持續(xù)提高中央空調(diào)系統(tǒng)、照明系統(tǒng)和辦公和實驗設備運行效率,并制定節(jié)能技術 改造項目計劃和應用新產(chǎn)品新工藝淘汰替換老舊設備。
華為全球主要研發(fā)設備、生產(chǎn)設備能源消耗集中在中國區(qū)研發(fā)、生產(chǎn)基地,包括
中國區(qū)深圳基地、東莞松山湖生產(chǎn)基地及北京、上海、南京、西安、成都、杭州、武 漢等研究所,員工總數(shù)根據(jù)人力資源系統(tǒng)統(tǒng)計約占中國區(qū)員工的 XX%,全球員工的
XX%。各代表處、辦事處主要是員工辦公、生活過程消耗的電、水等能源。


(一)直接能源消耗 華為公司中國區(qū)生產(chǎn)研發(fā)基地直接能源主要包括發(fā)電機用柴油、公務用車燃油及供暖 用天然氣。

由于公司各基地多回路進行用電保障,發(fā)電機只在日常調(diào)試或保養(yǎng)時才測試啟動, 燃油消耗沒有浪費行為,同時加強日常維護保養(yǎng),保持發(fā)電機處于良好狀態(tài)。
華為加強對車輛用油的節(jié)約管理,根據(jù)各商務車車型制定百公里定額油耗,月度統(tǒng) 計分析油耗情況,通過宣傳和培訓指導司機提高駕駛技巧,加強用油意識,遵守行車
駕駛規(guī)范,合理控制燃油消耗。
由于公司南京、北京新基地 2011 年全部改用天然氣燃燒供暖,因此天然氣用量大 幅上升。華為不斷加強天然氣供暖管理,室內(nèi)供暖嚴格執(zhí)行《空調(diào)照明管理規(guī)定》,
冬季室內(nèi)采暖溫度設定不高于 20℃,環(huán)境溫度不低于 20℃原則上不進行采暖,只進行 通風。園區(qū)物業(yè)管理單位按照采暖系統(tǒng)開、關時間表進行控制。如果自然條件已滿足 溫度要求,根據(jù)實際情況及時調(diào)整系統(tǒng)開、關時間。
華為食堂燃氣設施在設計初期采用高效節(jié)能爐灶,使用天然氣清潔能源,由于燃氣
費用由膳食供應商自己支付,故能源利用情況較好,沒有浪費現(xiàn)象。

(二)非直接能源消耗
 
華為公司中國區(qū)生產(chǎn)研發(fā)基地非直接能源消耗主要生產(chǎn)、研發(fā)設備、中央空調(diào)、照 明系統(tǒng)用電和外購蒸汽。

2011 年華為在基礎設施建設、物業(yè)管理、實驗室節(jié)約用電管理、生產(chǎn)耗能管理等多個 方面全面開展節(jié)能減排工作,主要節(jié)能措施有:
1、 在東莞生產(chǎn)基地 B2 項目、深圳新科研中心等新建項目中執(zhí)行國家用能標準和節(jié)
能設計規(guī)范,采用新型墻體材料、冰蓄冷系統(tǒng)、利用自然采光和通風冷卻、空調(diào)照
明考慮分區(qū)控制和計量、使用 T5 燈管節(jié)能照明產(chǎn)品,空調(diào)照明考慮分區(qū)控制和計 量、IT 機房使用區(qū)域送風和地熱式等多種節(jié)能技術和理念,建設綠色園區(qū)。同時應 用修訂后的單位用電負荷設計標準,大大降低了電力消耗。
2、 2011 年華為在深圳、東莞根據(jù)重點用能單位管理要求進行節(jié)能審計和制定十二
五節(jié)能規(guī)劃報告,各中國區(qū)研發(fā)生產(chǎn)基地建立節(jié)能減排工作小組,從管理節(jié)能和技 術節(jié)能等方面實現(xiàn)節(jié)約用電 940 萬 KWh。重點節(jié)能項目如下:

HUAWEI attaches great importance to energy conservation in the process of its operations, according to the "United Nations Framework on Climate Change Convention "," Kyoto Protocol "," Energy Conservation Law "and corporate CSR requirements. We also take energy saving and reducing consumption, the establishment of green parks as an important corporate CSR management task.

HUAWEI established and perfected the management system of sound energy, carried out the energy management responsibility system, carried out energy conservation and emission reduction comprehensively in the infrastructure construction, property management, electricity saving in laboratory, production management etc. Taking saving resources and improving efficiency of resource using as the nuclear heart, we established and implemented double-indicator,unit energy consumption and energy savings, continued increased the operating efficiency of central air conditioning systems, lighting systems and equipments in the office and laboratory. We developed the energy-saving technology, made project planning and applied new products and technology in replacement of old equipments.

China is the major R & D and production base of HUAWEI, including Shenzhen, Dongguan Songshan Lake production base and Beijing, Shanghai, Nanjing, Xi'an, Chengdu, Hangzhou, Wuhan Institutes. According to statistics from human resources, the total number of staff about the above system in China accounts for XX% of total employee in China, XX% of total employee in the whole world. The mainly consumption in the office consist of electricity, water and other energy sources.

(一)Direct Energy Consumption 
For HUAWEI, the direct energy consumption in China R & D base mainly include the use of diesel for generators, Gasoline for official vehicles and heating and natural gas.

Because of power protection of our company, generator only works when daily testing and maintenance, without any fuel waste. To keep the generator in good condition, we strengthened routine maintenance for generator.

To control the fuel consumption, HUAWEI enhanced the management of vehicle fuel savings, made fixed fuel consumption for one hundred kilometers for commercial vehicle models, made monthly fuel consumption statistics and analized the situation, took advocacy and training to improve driving skills

As the new bases in Nanjing and Beijing used natural gas for heating in 2011 , so the amount of natural gas increased substantially. HUAWEI continued strengthen the management of natural gas for heating, space heating strictly enforce the "air conditioning lighting regulations", Indoor heating temperature in winter is set no higher than 20 ℃, For ambient temperature lower  than 20 ℃,no heating is provided , only ventilation. Park property management units control heating energy consumption in accordance with heating on and off schedule. If the natural condition of temperature requirements have been met, the heating on and off schedule should be adjusted according to the actual situation;

HUAWEI took energy efficient stoves in the canteen, used the natural gas. Due to caterers paying for the natural gas fee, the energy is used efficiently without any waste.

(二)Non-Direct Energy Consumption
For HUAWEI, the non-direct energy consumption of China R & D base mainly consist of production, R & D equipment, central air conditioner, lighting system and purchased steam.

HUAWEI carried out energy saving work in infrastructure construction, property management, laboratory management, the production energy management etc. The following are the major energy-saving measures:

1. For B2 project production base in Dongguan, Shenzhen and other new projects, National standards for energy use and energy saving design specifications were took. To construct Green Park, HUAWEI took new wall materials, ice storage systems, natural lighting and ventilation cooling, air conditioning according to the sub-control and metering, used T5 lamps, made air and ground thermal region in IT room, and other energy-saving technologies. After the application of the revised electricity load unit design standards, power consumption was greatly reduced.

2. In Shenzhen, Dongguan, HUAWEI took energy audits and made Twelve-Five energy planning report in 2011 according to management standard of key department. HUAWEI carried out energy-saving work unit in every base in China. Total 9.4 million KWh was saved. Main energy-saving projects are as follows:
